An Exploratory Study on the Quality Assurance Regulations of Long-term Care Agencies in Germany

Abstract

|
The purpose of this study is to seek the institutional management plans that strengthen the publicity relating to the marketization of Korea¡¯s long-term care service. By comparing German cases which has introduced an insurance system for a long-term care needs like Korea, but still maintaining a high publicity ratio. The analysis frameworks are divided into ¡®entry stage¡¯ ? ¡®operation stage¡¯ ? ¡®evaluation stage¡¯ of the agencies and we look into the degrees of government intervention. The analysis results are as in the following. In the entry stage, the government adopted supervisor¡¯s high level of discretions in respect for philosophical level, diversity of the facilities, autonomy, independence. In the operation stage, regulations exercise human resources education and agreements of interested parties based on the compliance with regulations. In the evaluation stage, the government placed emphasis on the settlement process of the evaluation results, release of information as well as making clear the roles of each subject, the results and clarities of service quality. Throughout these three different stages, the regulation policies for the quality control of Korea¡¯s long-term care agencies should be designed to accomplish the characteristics and objectives of social services that they pursue. It also should be clarified that the sides of the compliance and inhibit of regulations and the need support policies will be needed to strengthen the normative publicity.
